Two Hotels in Paris : The Meurice and Hotel de Beaune
If he is very rich, the Meurice, 228 rue de Rivoli (75008), because I cannot think of a better view than the amazing jardin des Tuileries.
A room high up in order to avoid the noise (but then noise is also part of the charm). If the foreigner has a tight budget, I also really like the Hotel de Beaune, 29 rue de Beaune (75007)-kind of like an English bed and breakfast, 5 minutes from the Flore and not very expensive. They say hype lovers go there. I'll check it out one day.
