It all depends on the occasion. But I don’t recommend similar hues (blue on blue eyes, green on green eyes…), I prefer contrasts.
The complementary color of blue is orange. But that does not mean you should apply orange eye shadow on blue eyes, but more colors based on orange pigments such as brown, nougat, caramel, hazelnut…
The opposite of green is red. So for green eyes, I recommend wearing violet, brown gold and copper hues. When you mix all the colors, you get brown. So with brown eyes, you can wear everything.
